Assuming the choices are:

A counter is a constant and 10 is a constant.

or

A counter is a constant.

I'd have to say that that makes no sense, since a constant is something that cannot be changed, and a counter changes every iteration. However, maybe they're teaching something different in school these days. However, I know for sure that 10 is a constant, since it is a defined real number who's value will never change (the number ten will always refer to having exactly ten of something, not eleven or nine.), so -

Since 10 is a constant:

"A counter is a constant and 10 is a constant" must be true.

Maybe repost it, if I'm misunderstanding the question?

What is a condition which remains constant or unchanged in an experiment?

A control variable is a condition that remains constant or unchanged in an experiment. Its purpose is to serve as a baseline for comparison to see the effects of manipulating other variables.

What do you called the constant condination?

The constant condition referred to in programming is typically represented by a Boolean expression that evaluates to either true or false. This condition is used to control the flow of a program by determining whether a particular block of code should be executed.

What is along and digital control system?

A: The last time that i kept up with types of systems there were only three what is along?. Well anyhow type-0 system is one that requires a constant error signal to operate type-1 a constant rate of change of the controlled variable requires a constant error signal under steady state condition. type 1 is usually referred as servomechanism system. type-2 a constant acceleration of the control variable requires a constant error under steady state condition. type-2 sometimes is referred to as zero velocity error system

What is the difference between a control variable and a control treatment?

A control variable is a factor that is held constant in an experiment to prevent it from influencing the outcome. A control treatment, on the other hand, is a specific group or condition in an experiment that receives no experimental manipulation and is used as a baseline for comparison with the treatment groups.

Is the control another name for constant?

No.

How are constant and control related?

they are the same

What is an example of something at constant speed but not constant velocity?

You are driving your car with cruise control but you steer around a bend in the highway. The cruise control keeps your speed constant, but by steering you change your direction and thus your velocity is not constant.

Is a variable that stays the same a constant independent variable or control?
