Simple enough... the key is to put 6 in the middle.
Then you have to balance each line with one big number and one small. So for example...put 1 on the end of a line, 6 in the middle and 11 on the other side. Adds up to 18.
Then move around .... 2 and 10 with the 6 in the middle. 18 again.
3 and 9 (plus the 6) makes the same answer :)

6 is the middle circle
NO, a circle is not a polygon. A polygon is composed of a finite set of straight line segments, and a circle has NO straight line segments.
A straight line touches the circumference of a circle only at one point and it is a tangent line
To create three different drawings showing a number of circles and triangles in which the ratio is 2:3 you can: Start with an equilateral triangle, draw a circle inside it, draw an equilateral triangle inside the circle, draw a circle in the triangle and then draw an equilateral tiangle in the smallest circle. Or, you could draw 3 triangles and 2 circles in a line. Or, you could draw 3 triangles on a line with 2 circles between them.
... touches each circle in exactly one point on each circle. given any two circles where none is entirely inside or inside and tangent to the other, there are at most four straight lines that are tangent to both circles.
You join the centres of the two circles. Divide this line in the ratio of the two radii. Draw the tangent from this point to either circle and extend it to touch the other circle.
It depends on the configuration of the circles!
That depends how the circles are placed on the page and what lines are defined between the circles.

A circle has infinitely many points of symmetry. Every straight line that passes through the center of a circle is a line of symmetry.
The imaginary line that circles the middle of the earth is called the equator.
The imaginary line that circles the middle of the earth is called the equator.
The imaginary line that circles the earth at 23.5o N is the Tropic of Cancer. This line is parallel with the equator.
yes the imaginary line is the equator and it circles the globeat its widest point.
