Nearest ten to 16 = 20, nearest ten to 13 = 10 so sum of neaest tens = 20 + 10 = 30
Alternative: 16 + 13 = 29. Nearest ten to 29 = 30.
In this case the two answers agree, but they need not.
eg 14 + 13.
Nearest at first step gives 10 + 10 = 20
Nearest at last step gives 14 + 13 = 27 which goes to 30.
