No. 30 seconds is always half a minute.

However, on other planets, since they rotate at different speeds, time is counted differently to how it would be on Earth. (If one rotation on the planet's axis is "a day", but they rotate quicker than the Earth does, a minute will be fewer seconds that it would be on Earth). You may find a planet where 30 seconds = a minute, however I don't know which one that could be off hand.
