No Tyrannosaurs and Spinosaurs are completely different species. The most notable difference being Tyrannosaurus' dwarfed arms, thought to have grown smaller through evolution, to accommodate a larger head and jaws. This would have increased in weight, the larger it became so to compensate, the arms grew smaller to maintain the balance of the head seesawing along with the tail, over the legs.
