Double yellow lines signify only NO PASSING, they are not a barricade to making a lawful left turn into a driveway or business on the opposite side of the road.
It means one side of the road has two lanes and the other side has only one lane and that lane is you have to stay in between double solid yellow lins.It means no passing.(in the US) They both mean the same thing - NO PASSING AND/OR NO MOVING OUT OF THAT LANE. The double yellow line means that there is opposing traffic in the opposite direction and you may not pass. The solid white line means that although the traffic is moving in the same direction, you may not move out of that lane.
