On my graphing calculator, a TI84 Plus, I can enter the equation into the Y= (a button) and then graph it by hitting the Graph button.
No. I believe TI83+ and TI84 do use an operating system.
To graph inequalities (y is 'less than', 'greater than', 'less than or equal to', or 'greater than or equal to'), turn on the Inequality Graphing app. Do to this, press APPS and choose Inequalz. You should see the 'less than', 'greater than', 'less than or equal to', or 'greater than or equal to' symbols at the bottom of the Y= screen. To change and equals sign to one of those symbols, highlight the equals sign, press ALPHA, and then press the button directly under the sign you want to use (ALPHA TRACE for greater than, for example). To turn of Inequality Graphing, press APPS, choose Inequalz, and then choose Quit Inequal.
Press your Y = button, press X, press second button and then catalog. Press up button to save time and scroll up to > and press enter. then 4. This, >, symbol may be someplace else, but I do not renumber where and all symbols are in the catalog.
Short answer; you can't. But you can purchase (or borrow) a TI84 calculator and use the TI83's transfer cable to transfer data from the 83 to the 84 to your mac computer (the TI84 comes with a USB transfer cable).
Either press the carat button followed by a 3 or go to the math function and select cubed.
I believe that that isn't possible unless you have it ported to ti84 or you know how to. the file format is different, and the game is built for a separate calc.
TI84 calculators can be purchased at retail stores such as Best Buy, Future Shop, Staples and Office Depot. Prices range at approximately $140 and can differ by retailer.
One can purchase a TI 84 Plus Silver Edition from the following shops: Amazon, Calculators Direct, eBay, Walmart, Target, eBuyer, Staples, Best Buy, to name a few.
Press 2ND MATRIX (above x-1). Select EDIT at the top with the arrow keys. The select matrix [B] and press ENTER. You can now edit the matrix. (Use the numbers at the upper right to set the size.)

This is probably because one of your stat plots is trying to use two lists that aren't the same length. If you are not using stat plots, then press Y= and deselect all the plots at the top. (For example, to deselect Plot1, press the up arrow key until it is highlighted and then press ENTER.) If you are using stats plots, check to make sure that the lists being used are the same length and that they have at least one item in them. (You can see what lists are being used and set what lists are being used by pressing 2ND STAT PLOT [above Y=]. You can edit lists by pressing STAT and then selecting Edit...) The invalid dimension error can also happen if you try to invert a matrix that is not a square matrix, (for example, a matrix with dimensions 2 x 3). Matrices can only be invented if they are square (for example, a matrix with dimensions 3 x 3).
