Sets can be written in the following ways:

  • enumerating (listing) all its elements,
  • defining its elements.
Elements of a set may be defined mathematically or in other ways. For example "multiples of 27" or all "people in your town". Given any element, it should be possible - at least, in theory - to determine whether that element belongs to the set or not. I say "at least in theory" because it may not be possible in practice. Semi-prime numbers form a set but the science of cryptography is based on the fact that identifying the factors of semi-primes is very difficult. Given a very large number it may not be practical to determine its membership of the set of semi-primes..
