To change percent to decimal, simply divide it by 100, and just drop the decimal sign. but be careful in dropping it it might break. You might want to use it later.

ie. 4%= 4/100=0.04

example. 50% of 20. 50/100*20=.5*20=10

This can be done inversely.

ie decimal 0.04 to percent. Simply .04*100 and pick up the percent sign you have recently dropped and paste it next to the answer, is 4%
