You cannot.

Metres per second is a measure of speed whereas megacycles per second is a measure of frequency (of oscillation). Although the two are related for a specific wave form, they are different for different wave forms and without that information it would be foolish (if not downright stupid) to try to convert from one to the other. The conversion for sound waves, for example, would be quite different to that for infra-red, which would be different to visible light, to x-rays etc.
