How would you explain to someone about fractions who dont know much?

Fractions are part of the whole. If you have a box with many units in it use that as an example. A large box with 10 units in it would be 10/10. As the units get taken out the fractions change; 9/10, 8/10, etc. Explain the fractions as percentages also. Full box is 100% (10/10), then 90% (9/10), and so on. I tried this with a person who was getting their GED and it seemed to work; their teacher had a positive attitude about my help.
