Decimals and percentages are easier to compare than fractions - particularly if they are unlike fractions. That does not explain why percentages are required when we have decimal number and there is no good answer to that!
A decimal rational number can be expressed as a fraction A decimal irrational number can not be expressed as a fraction
When a decimal can't be expressed as a fraction then it is an irrational number.
Because a terminating decimal is a rational number that can also be expressed as a fraction
The number 12.5 is already expressed as a decimal fraction. Expressed as a vulgar fraction, it is equal to 12 1/2, or twelve and a half.
0 of course.

Any number that can be expressed as a fraction can also be expressed as a terminating decimal and a non terminating decimal can't be expressed as a fraction and so therefore it is an irrational number.

Convert the mixed number to an improper fraction. Any fraction can be expressed as a decimal by dividing the denominator into the numerator.
The number 12.5 is already expressed as a decimal fraction. Expressed as a vulgar fraction, it is equal to 12 1/2, or twelve and a half.
Converts a dollar price expressed as a decimal number into a dollar price expressed as fraction. For example, Dollar in Decimal Number is 1.25, Fraction is 32, the Dollar in Fraction will be 1.08.
The number 1/8 is already expressed as a proper fraction. Expressed as a decimal fraction, it is equal to 0.125.
0 of course.
If the decimal number can be expressed as a fraction (with one whole number over another), then it is a rational decimal number. So 7/5 is a rational number, and remains as such even if expressed in decimal form (of 1.4).
Expressed as a decimal fraction, this is equal to 8.4.
