Bigger than what ? Smaller than what ? If you have a certain perimeter and you want to cram the most area inside it, or if you have a certain area and you want to enclose it in the shortest perimeter, then you must make the perimeter circular. If you have only a limited number of fence posts and a circular perimeter isn't practical, then you make the perimeter square.
If you have the area, the square root of the area gives the side. For example, if the area is 9, the side is 3 (3 x 3 = 9).
Area is proportional to the square of the linear dimensions. The area of the bigger square is (10/8)2 = 1.5625 times the area of the smaller one. That's 56.25% greater.
It depends on the diameter of the circle and the width of the square, if they are the same then the answer is no. If you draw yourself a square then inscribe a circle with a radius of half the length of a side of the square, the circle will fit inside the square but the corners of the square will be outside the circle. Thus by inspection the area of the square is larger than the area of the circle.
If the length of each side of the bigger squares is x times the length of the side of the smaller square, then the area of the bigger square is x2 times the area of the smaller square.

The answer depends on their sizes! A small square will have a smaller area but a huge square will have a bigger area. Do the two shapes have equal sides, apothems, diagonals? Also, a square is a regular shape, what about the octagon?

No. With an area of 312,679 square kilometers (120,726 sq mi), Poland is significatively smaller than Mexico's 1,964,375 square kilometers (758,449 sq mi). Comparatively speaking, more than six countries the size of Poland would fit inside Mexico's area.
Yes, Sweden is much bigger. It is 449,964 square kilometres. The United Kingdom is about 243,610 square kilometres.
Pupils can appear big or small depending on the lighting conditions and level of stimulation. In bright light, pupils constrict to limit the amount of light entering the eye, making them appear smaller. In dim light or when the person is experiencing strong emotions, pupils dilate to allow more light in, making them look larger.
