Typical notation for a power of a number is the carat ^
So x^2 means 'x squared'. If you meant the superscript (²), then that's a 178 ASCII character (Hex B2).
Don't know if that's what you're looking for. It used to be in older versions of Windows and DOS, you could press Ctrl-Alt then 1 7 8 (on the number pad), and you'd get the character associated with that ASCII value. That doesn't work on my laptop, though.
If you're wanting a 'square' looking character, then try the Wingdings font.

It is unlikely that you have a built in shortcut key. However, if you are using Microsoft Word you can set up a custom hotkey. A square root sign has character code 221A - you can find it under Insert: Symbol. From there you can set a keyboard shortcut; I've just set mine to Ctrl + SQ, which works fine.
