A decimal is a number, while an inch is a unit of length. The two are not directly related, and this question cannot be answered as such. If the decimal number were inches, however, it would be sufficient to round to the nearest integer. If, for instance, they were feet, it would be best to multiply by 12, round to the nearest integer, and then divide by 12.

It depends on your ruler and what units are on your ruler. To measure to the nearest inch just find the inch measurement and round up or down to get to the nearest inch in your measurement is between two whole numbers.
If that's already cubic inches, it is already rounded to the nearest cubic inch. If it isn't, it won't round to them.
