A milligram is a measure of mass. A millilitre is a measure of volume. The two measure different things and, according to basic principles of dimensional analysis, conversion from one to the other is not valid.
If you are not convinced, consider a millilitre of air. How many milligrams? Next consider a millilitre of water. How many milligrams?
The masses of equal volumes of the two substances will clearly be very different. So there is no direct conversion between mass and volume: you need to know the density of the substance to enable you to carry out the conversion.

This cannot be sensibly answered. Milliliters (mL or ml) is a measure of volume, mg is a measure of weight or mass.

We need to know the concentration of how many mg per ml.
Pull the plunger of the syringe down to the 0.7 ml mark on the scale. Insert the needle into the liquid and slowly draw up the desired amount of 0.7 ml by gently pulling back on the plunger. Ensure no air bubbles are trapped in the syringe before administering the medication.
To draw up 0.18 ml in a 1 ml syringe, you would pull the plunger to the 0.18 ml marking on the syringe barrel while making sure there are no air bubbles. Make sure to read the measurement at eye level for accuracy. If the syringe does not have a 0.18 ml marking, estimate between the closest incremental markings.
