If you are not convinced, consider 100 ml of air. How many grams? Next consider 100 ml of water. How many grams?
The masses of equal volumes of the two substances will clearly be very different. So there is no direct conversion between mass and volume: you need to know the density of the substance to enable you to carry out the conversion.
To determine how much 100 mg is in 100 mL, you need to consider the concentration of the substance. If the substance is dissolved in 100 mL of solution, it means that 100 mg of the substance is present in that volume. Therefore, the concentration is 1 mg per 1 mL.
