You can write inches using the abbreviation in. Inches are also written using the " symbol. Some examples are 5 inches = 5 in or 5 inches = 5".
That depends on what scale your country is using (long of short scale) For the long scale 12.4 trillion would be 12'400'000'000'000'000'000 And for the short scale it would be 12'400'000'000'000 Information about short and long scales can be found on Wikipedia over here: http://en.wikipedia.org/wiki/Long_and_short_scales

You would write it as 5 feet 4 inches - as in the question!
14 1/10 inches
I write it as 37000463011406 (as I use the long scale). Some people would write it as 37463011406 (as they use the short scale).

I would definitely try to write the scale in B. If you were to write it in C flat then you would end up having to use accidentals that are not very common called double flats.
Instead of writing a sharp in the key signature, write one next to the F when you write out the scale.
.016 inches
113 feet.
That depends on whether you mean long scale or short scale billions. A long scale billion is equal to a short scale trillion (one million millions or 1012), whereas a short scale billion is only one thousand million (109). Using a short scale billion, 80.3 billions would be 80,300,000,000. The Romans would have probably used a shorthand, such as "LXXX•••• milliard". The •••• represents 4/12, which is 1/3. A milliard is one thousand million (a short scale billion).
