Percentages are simply hundredths. For example: one third is 33 hundredths (approximately) 33/100 that is 33% = 0.33
*To find a percentage of a percentage I find it easier to multiply the decimals (and keep good track of the decimal point's position!)
so 12% of 150% = 0.12 * 1.50 = 0.18 or eighteen percent (18%)
