A gotochi card is a Japanese postcard that is irregularly shaped and shows a colorful cartoon scene/item symbolic of the particular prefecture/region/city it is sold in. For example, a gotochi card from Tokyo might show tall buildings or one from Kyoto might show a geisha. The name of the area is printed on the card. One of the best places I have found that sell postcards are Hallmark stores. Not sure where you are located, but do know there is a store in Seymour, and one in Bristol that have a decent collection. If you are driving on I-95, the rest stops do have some - but not a large amount - and many times more for Massachuesttes and New York. Another place to might be the Mystic area. I haven't been there in a while - but as it is a large tourist spot - I am sure there must be some. (if not the stores on the main street than the seaport itself)

If you are talking about cutting out the postcard stamp area, and sticking them on an envelope or a package, I think it is the same in theory as cutting stamps that were stuck to a letter, unused, and glue them to another letter to use. I am also trying to find if there is some restrictions, because if I can use the old postcards, that is unused postage. Postcard stamps can also be used in stamp collecting. They can be used to stamp anything, such as letters. Stamps are like money and they have to add up to the current postage, that is all.
The worth of old postcards depends on the subject matter and the age. Whether they are written on or not, they might have some value. It also depends a great deal on what a buyer is willing to pay.
