It depends on whether or not the result is standardised. Standardisation requires the exam board (or authority) to determine the mean score and the standard error for the results and to adjust the raw scores accordingly. You would therefore need to know what these were before commenting on whether or not 85% was good.

In simple terms, if everyone got 85 % or more, it is not a good result. Conversely, if everyone else got 83% of fewer, it is good.
