There is not nor can there be. Tenths and hundredths are numbers: they have no measurement units associated with them and so no length.

A tenth of a minute is a very different measure from a tenth of a gram or a tenth of a metre. Only the last of these may be converted to feet and inches. But even there, the table will depend on whether the units are millimetres, metres, kilometres, inches, yards or miles, or other units for measuring length.
