Yes the equation is parallel and this is why....

when you put the formula 9x+3y=12 in a slope intercept form you'll get

9x+3y=12

9x+3y-12=0

3y= -9x+12

divide by 3

y=-3x+4

12x+4y=18

12x+4y-18=0

4y= -12x+18

divide by 4

y= -3x + 9/2

In order for two equations to be parallel the slope must be equal to each other remember the slop is the m in y=mx+b.

Since both equations have -3 as it's slope that makes them parallel lines.
