If you have a pool in a high water table area it should definitely have a hydrostatic valve fitted in the bottom to stop it from becoming so empty that it can start to float. As a mater of fact it would be a good idea to have a system installed whereby water can be pumped from under the pool constantly in case you ever do want to keep it entirely empty.
