There is not simple quadrilateral that has only two angles = 90 degrees. There is however a complex (or self intersecting) quadrilateral that meets this condition.

Draw two lines at right angles to each other. The connect the end points of two lines together, then connect the opposite ends points together. You now have a figure that looks like two triangles joined at the apex. There are only four lines, and the two angles at the intersection is 90 degrees.
