Contour lines are used when you have spatial data, with the x,y values identifying a particular point and z is the value at that point. It could be elevation above sea level, temperature, pressure or any other measurable property.
Contour lines identify where the data suggests equal values should exist. On an elevation map, contour lines show the elevation of equal values points. A 50 ft contour line would go through all points where the data suggest should be at 50 ft elevation.
