I'll assume you're not talking about herding cattle or killing weeds. The process of rounding a number is to alter it to one less exact but more convenient for calculations.

Rounding is more accurate than truncating where the number is simply stopped after some criteria (e,g after the second decimal place) is reached.

However rounding is not consistently rounding "up". If it were the sum of a series of numbers which were each "rounded up" would be significantly higher than the same series added "unrounded"

To improve matters criteria are set to round some numbers up and some down. As an example 7.4 rounded to the nearest interer would be 7 (rounded down) and 7.6 would be 8 (rounded up). Numbers in the middle (7.5) would be rounded up, down or alternately up or down depending on the rules you establish for the work
