A constant, a flat line
A straight line.
A line is a location on a flat space that extends infinitely in both directions. It has no width or thickness and can be represented by a series of points connected together.
It is used to indicate the end of a block of numbers or can be used to indicate that the number below the line is the sum of the numbers above it.
In the treble clef, the note of b-flat can be found on the third (or middle) line on the staff. In the bass clef, it can be found on top of the top line, and on the first line.
A flat line would indicate a constant velocity, no change in speed.
A flat is a symbol at the beginning of the staff which indicates the names of the lines and spaces where the note is intended to be a half step lower than the line would otherwise indicate. A sharp would be half a step higher than the line would indicate. For instance, if your register has a flat symbol on the line that indicates a B should be played it means that the composer intended the note to be 1/2 step lower than the pitch perfect B, in other words the composer wanted a B flat played, not a B. when someone is flat in music it means they're singing in a lower pitch than they are supposed to

A flat line in cardiology is called asystole.
If there is a flat sign by the bass or treble clef, it depends on what line or space its on. Whatever note's line or space it's on, that note is played as a flat the whole piece. That is, unless there is a natural sign. Its the same way with sharps. So if a sharp or flat sign is on the f line/space, f would be sharp or flat for the whole piece IN BOTH THE BASS, AND TREBLE CLEF. If you're still confused, just say so and ill help.{If there is any accidental next to a clef it is denoting a Key Signature. For Example, if there is 1 flat it will be placed the line of B and it will indicate the key of F or Dm.}
