A rule made by a Government, commonly misconcepted as a LAW but is in fact a RULE - i.e consent must be given by the governed in order to be able to abide by this RULE - i.e A man is expressing freedom of speach, he (by lawful definition) is not to be arrested for an illegal protest (breaking the law means, to commit harm, loss or steal) he is excercising a basic human right.(freedom of speach)
