Since there is no graph and therefore no circle, I suggest that absolutely nothing is happening.
I have never heard anyone call it 'graph paper' and since it doesn't already have a graph on it, the proper term would be 'graphing paper.'
It's hard to say, since we're having such a difficult time seeing the graph.
