7715 is closer to 8000 than 7000. When rounding, you round up when the number is has a 5 or higher 1 place away from the figure your rounding to. This may sound unclear, so to use your example, if the number was 7130, you'd round down to get the nearest thousand because the 1 in 7130 determines whether we round up or down or not.
