A pair of round numbers which spans the range of the x-variable determines the maximum and minimum and then suitable subdivisions determine the spacing between ticks. For example, consider a chart of weight v height of adult males. The heights (x-axis) may range from 1.6 to 2.1 metres with many values recorded to 2 decimal places. It is possible that none of these are round numbers - even to 1 dp.

If the second hand is on a number, you multiply that number by five, and that's the number of seconds. If it's on one of the little marks between numbers, multiply the number it was on most recently by five, then add the number of marks it's passed between the last and next numbers.
The points are marked between the numbered tick marks which represent whole values.
