I think that the difference is that a scatter plot graph has dots on it and that a line graph doesn't. Am sorry if I didn't answer your question properly but this is what I can offer. If it was not enough am sorry.
A line plot can be made using fractions. Just use fractions rather than whole numbers or other data to mark the scales of the horizontal axis and vertical axis

a line graph is where you plot out your answers. you put dots next to each other by 1 inch and draw a line to each dot so you see if something is better or worse than before.

Draw a line from one dot in the center to the other four dots. Or, draw a straight line. Place dots at either end of the line, and place dots in the center of the line.
One way is to pick two values of x, and put into the equation to determine the associated y value. Plot these two (x,y) points, then use a straight edge to connect the dots and continue the line beyond. Another way would be to find the slope and the y-intercept, then plot from the point of intercepting the y-axis using the slope (rise/run).
