need common demonitator of 9

= (3/3)(4/3) + 2/9

= 12/9 + 2/9

now can add numerators w/ common denom.

= 14/9

...unless "no improper fractions," in which case the final answer is

14/9 = 9/9 + 5/9 = 1 + 5/9 = "One and five-ninths."
