high there...special interest=private interest...and if there is any public good arrising from a special interest it is accidental and arbitrary...and alas often absent...especially in big business...e.g. oil companies in bed with auto companies and rubber companies...sabotage street cars and elevated trains to replace with diesel buses....charged...found guilty...and fined one dollar... public interest...depending upon the nature of the majority(engaged democracy or apathetic re-public) would /should result in actions leading to the advancement of the public good...e.g. closing down streets to automobiles and opening those up to people on foot and on bicycles... its highly unlikely libraries would exist without people believing in the public good
