There is no one right answer.
One option is a square with each side being 19 feet. The other extreme is a narrow rectangle with two sides being 38 feet and the other two sides being as close to zero as possible within your limitations.
For example, if you're working to the nearest foot, you could have 37 ft x 1ft. If you're working to the nearest inch, you could have 37ft11" x 1".
You've then got any option in between provided the sum of all four sides = 76ft.
