If you're referring to 22:00, then it is 10 PM. For 24 hr time (also called Military Time), from midnite to 12:59 AM is 0:00 to 0:59. Then from 1:00 AM to 12:59 PM is the time without AM or PM (often with leading zero, so 04:00 is 4:00 AM). For PM, just keep counting higher. So 1:00 PM is 13:00, 2:00 PM is 14:00, etc. to 23:00 is 11:00 PM, then after 23:59, it rolls back to 0:00.

If you know the PM time, and it is less than 12 (like 4 PM) then just add 12: 4 _ 12 = 16, so 4 PM is 16:00. If you know military time (like 03:00, or 18:00) then if it is 12 or less, then it's AM (or PM for noon to 12:59). If greater than 12 (like 18:00), then just subtract 12, and make it PM. And if it's zero to 1 (like 0:40) then it is 12 AM plus the minutes: 12:40 AM.
