Frequency is, in general, measured on an oscilloscope by looking at the display and making a small calculation. By determining the number of "units" a cycle of an observed wave takes up on the screen and incorporating the sweep rate as set by the operator, you can find the frequency. To do this, look at the signal. Increase the vertical sensitivity to make the wave "take up most of the screen" without chopping any of its amplitude off. Center the signal vertically in the display. Then adjust the sweep rate to get more than one but less than two complete cycles of the wave on the display.
