Im not to sure if I get what you mean by this but i think that you mean that what shape can be cut in half evenly? If this is the case then it is any shape really unless it is irregular.

If the shape still looks the same using the mirror you have a line of symmetry. If they are exactly the same, you have a line of symmetry!

congruent halves are just a posh way of saying 'split in two'. but these two shapes must be identical in shape, size, angles, sides etc... they must be exactly the same.
