Most people use them all the time - with out realising. A decimal number is simply a way of representing a number in such a way that the place value of a one is ten times that of a one in the place to its right. If it does not contain a fractional part then the decimal representation does not require a decimal point. So you are using decimal number whenever you count - including in whole numbers beyond 9.
