A point is a coordinate on an axis. A line is the connection between two points. A plane is the object of perspective that points and lines lie on.
If the point's ordinate, or y-coordinate, is zero then it must lie on the x-axis somewhere.
To locate a point on a plane you need two coordinates. You can't guess the second coordinate based on the first one - or vice versa. The other number can be anything.
Coordinates that lie in the third quadrant are (-1,-1).

Cartesian coordinate system
The point (0, -3) lies on the y-axis. In a Cartesian coordinate system, the first value represents the x-coordinate and the second value represents the y-coordinate. Since the x-coordinate is 0, the point is located directly on the y-axis at the position -3.
