by rounding 624 down to 600, you know that 600 divided by 6 is 100, so the first digit will probably be a 1

no. you can think of an irrational number as any number you don't know the last digit of. 1/2 is = to 0.5. because you know 5 is the last digit, it is rational. pi is irrational, because it does not have a last digit, it goes on forever. 10/3 or 3.33333 repeating is rational because you know 3 will be the last digit even if it is infinite. 6.7878787878 repeating would be irrational because it is not known if the 7 or the 8 is the last digit
That's two different problems. The area of a circle can be found by using one of three formulas, depending on what value you know. To round a number to a particular digit, look at the digit immediately to the right of your target, in this case, the hundredths place. If that digit is 4 or lower, zero it and everything to the right of it out. If that digit is 5 or higher, increase the target digit by one and zero everything to the right of it out. If your target digit is a 9, increasing it will turn it to zero and increase the digit to the left of it by one.
