In a graph, the rise of a line usually represents an increase of some quantity. What that quantity is must be read off the graph's axes.
To measure a physical quantity correctly and need to compare it with some standard quantities. Thus a standard unit is needed to measure a quantity correctly.

The quantity for kilogram is mass. It is a unit used to measure the amount of matter in an object.
A scatter graph can be used to establish whether or not there is correlation and to get an approximate idea as to its strength. But no graph will actually measure correlation.
