All quadrilaterals are polygons, but not all polygons are quadrilaterals.
That is because an octagon is singular and polygons is plural. An octagon is a polygon, and octagons are polygons but a octagon cannot be a polygons.
Since any polygon can be constructed from a combination of other polygons, I would call this rule a "trivial property of polygons".

A polygon made from 2 or more polygons is also a polygon. The number of sides in the resulting polygon is not a straightforward computation. For example, a triangle and a quadrilateral can result in a shape that is a quadrilateral. See my brilliant diagram below. Ignore the dots, they are just for getting the spacing approximately correct.|\|..\|___\|.....||___|Or if a triangle is placed on top of a square, you can get a 12-sides shape. Polygons of all intermediate number of sides are possible.
