I'M NOT A MECHANIC but check the front sway bar links to see if they are broken - years ago my 1995 Explorer was recalled for free replacement of defective sway bar links. Also, do you still have the original shock absorbers , or are they leaking or damaged ?
Dogs may sway side to side for several reasons, including excitement, anxiety, or a display of playful behavior. This movement can also occur when they're trying to get a better view of their surroundings or when they are anticipating something, like playtime or a treat. Additionally, some dogs sway due to physical issues, such as vestibular disease, which affects balance. If the swaying seems excessive or is accompanied by other concerning symptoms, it's best to consult a veterinarian.
Some people call it "sway back."
kinda sway side to side(use your whole body) I do the same thing. My doctor diagnosed me with a bulging disc at L1 and L2. He said this is normal, because walking normal causes pian, thus the penguin walking.

A bad sway bar will cause vehicles to shift from side to side more easily when turning. The sway bar provides stability and limits motion.
A sway bar is a torsion bar mounted laterally on a suspension and is designed to reduce side sway. The sway bar attempts to accomplish this by transferring movement from one side of the suspension to the other. This is done through the connection of a torsion bar to each side of an axle by flexible links. (Sway bar links)
Check the front sway bar and sway bar end links. I suspect one of the sway bar end links is broken. Auto parts stores carry the replacement link kits and are easy to replace.
