The divisions are essentially arbitrary. 24 comes from the ancient Sumerians, who would count up to 24 on their fingers. They did this by having an open palm, looking at it, and pointing the thumb to each notch on each finger. There are 3 notches on each finger, so you can count to 12 on each hand this way (24 in total). The Babylonians split up the hours further into 60 minutes and 60 seconds. They tended to split up everything into 60s, and this was because it divides very well as a number. 60 divides by 1,2,3,4,5,6,10,12,15,20 and 30.
We could just impose a new method dividing everything by 100 where minutes and seconds are shorter, but the world has gotten used to the 60/60/24 system now, so it would be fruitless.
