There are always going to be slight variations when data is collected. If I asked a couple of people to find me the population of a town, one person may find a source that shows Heratunda has a population of 1,400 people and the other says there is 1,355 people.
The main point is that: different people are going to go to different sources in order to get the data.

If you are talking about the US goverment /NSA, they already have been colecting data of everyone in the US (and some in other countries). If you are talking about real legal investigation, ussually when you are a suspect in a crime or if they think you are actnig suspicious (like terrorist suspicious).
