It depends upon what the switch is controlling and what local code might require.

For instance, a light switch can be located on the canopy of a ceiling light, to which you would attach a chain or string of suitable length to make it useful. The light switch on a street light is often mounted to the top of the enclosure where it detects the sunset and sunrise.

As for a wall switch for lights in an ordinary dwelling, National Electrical Code (in use in many countries) would require it to be no more than 2.0m (6 ft 7 in) above the floor. Code requirements for access by the disabled may limit it to 48 inches above the finished floor or something else adopted in that jurisdiction.
