Basically, it comes up in the ones place 10 times in each set of 100. (2,12,22,32...)

And 10 times in the tens place. (20, 21, 22, 23...)

That's 20 times in any set of 100, so 60 times for 1-300.

Then 100 more to represent the hundreds place (200, 201, ...)
