Probably because everyone gennerally has it, they just don't use it. Good question! Common sense is similar to common knowledge in that its the things that you learn in the growing up portion of your life, which ends the day you die. This is not booklearning. Its the things you learn by experience. Fire and boiling water is hot, Ice is cold but it too can burn you. Some people have the ability to learn from experiences and mistakes where others can't or won't grasp the concept. For example: A muffler falls off of a car and ends up in the middle of a parking lot. The woman driving the car reaches for it open handed to pick it up off of the ground...not thinking that its hot enough to light a cigarette off of. If I hadn't yelled at her to stop, she could have severly burned her hand. Everyone has a different history of how they learned something so one's personal common sense is different from someone elses. Its best to learn from your mistakes and the mistakes of others. As a former paremedic, if everyone had common sense, I would have been out of a job.

how to use common sense is just the same way when someone asks an obvious question you would answer the question and say its obvious! duh! so using common sense is like saying "It's obvious!. duh!"

Common sense is a learning technique. People make mistakes. Making the same mistake again in life is not using common sense. Using common sense is stopping before you make the mistake and telling yourself "I've been in this situation before, so I know how to avoid it", and then doing it the right way. Do this on a regular bases makes you an experience person.
